I find that people who are open to taking will always make it easy for you even if you say the wrong thing, so I try to walk up to people and make a random observation:

“I wish they made more of these sandwiches.”
If they respond, great. If not, I walk away!
Bold strategy. How often does it start a conversation and how often do you walk away.
I find most people are polite at least to be gracious.
Some do talk at length, many will be respectful but you can tell (from body language) that they’re not feeling the ‘abrupt’ introduction.
My personal experience is that it’s very difficult for someone to be rude in those circumstances if you are respectful and wear a smile.
